Australian media are reporting, ahead of this years last COAG meeting, that States and TerritoriesĀ intend to implement a national carbon scheme by 2010 with or without the Commonwealth. This clearly disrupts the Prime Minister’s process which is reliant uponĀ reports from the special task group he set up.
